State Assembly votes to constrain growth of the general fund

What a waste of time. I love this part of the Milwaukee Journal Sentinel's report:
The limit would not apply to the transportation budget, which often includes the pet projects of legislators.

Assembly Speaker John Gard (R-Peshtigo) said the proposal would "create a blueprint for growth in government spending into the future," and would not cut state spending. {emphasis added}
If it's not going to cut state spending, and it leaves all these other ways for the government to collect money via fees, what good is it?
