Former Assembly Speaker John Gard's efforts to unseat Congressman Steve Kagen were dealt a minor blow this week when the National Rifle Association endorsed Kagen. As Jim Rowen points out, it's quite the advantage of incumbency.
While Kagen may have adopted most of the positions of the NRA, the NRA forgets the most important vote to be cast by the congressman representing Wisconsin's eighth district is for Speaker of the House.
