ITL's secrets

Jay Bullock is promising a full comparison of the different types of accreditation for the schools in the school choice program as soon as one of the agencies, ITL, sends him the information. The problem is, ITL is not sending out anything until after the legislation is passed authorizing ITL as an accrediting agency. Does that strike anyone other than me as odd? Should we trust an agency to do accreditation if they aren't willing to release their standards and procedures until after the legislation is passed?
