The Norquist maneuver

Jessica McBride tells us how Jim Dwyer showed up at a Vrakas press conference where Vrakas was receiving the endorsements of Congressmen Jim Sensenbrenner and Paul Ryan.

If this was an attempt to distract from the endorsements it doesn't seem to have worked.

Long time local political junkies might refer to this move as the Norquist Maneuver. In the 1988 race to succeed Henry Maier, then-candidate for Milwaukee Mayor John Norquist showed up at former acting-Governor Marty Schreiber's press conference and towered over him. The stunt swung the momentum of the campaign from Schreiber to Norquist.
