Illegal aliens and their cell phones

Caught this item over at Boots and Sabers. Illegal aliens are buying cell phones just across the border from Arizona in case they run into an emergency and need to dial 911. As reported by CNN:

Some migrants buy phones in the border community of Altar, a city 60 miles south of the Arizona border that is a popular staging area for crossing attempts, said Joe Brigman, a spokesman for the Border Patrol in Yuma. Others buy them from guides on the U.S. side.

Most such phones are for emergency use only, keyed to 911 calls, and will access any cell phone relay tower, Bellavia said.

When agents get such calls, they react quickly because they know migrants often wait until the last possible minute before calling authorities.

Okay, we know where they are buying cell phones and what they are using them for. It strikes me there should be some way to plant a number of phones for the illegal aliens to buy that would have GPS technology implanted to let the border patrol where the aliens are before they get into trouble. It would be one more way to focus resources to keep our borders secure.

I'm sure someone has reasons why this won't work.
