What conclusions will they draw?

Sunday night a 16 year old boy was the latest homicide victim. According to the Journal Sentinel,
The suspect's girlfriend took the car and gave it to someone else, police said. At 11:40 p.m. in the 3100 block of N. 28th St., the suspect walked up to the car and shot the boy, who didn't have anything to do with the car being taken, police said.
So when the Milwaukee police do their "root causes" examination, what conclusion will they draw? That the guy who pulled the trigger obviously is a menace to society and should be off the streets permanently? Or that a handgun made the guy pull the trigger?
