Are Secretaries of State inherently sexy?

Personally, I don't get the whole sexy power thing, but then I never thought of Henry Kissinger as a particularly handsome man either. Perhaps power is the ultimate aphrodisiac.
Of course, nobody said this about Madelaine Albright.
