How does this happen?

In Volusia County, FL, a hazing incident is getting national attention. Of course, nobody is asking what I'm asking, how did this happen?

Three high school wrestlers face expulsion based on accusations they hog-tied a learning-disabled teammate and zapped him with a grill igniter.

What type of grill did they get the igniter from? I gotta tell you, I can't see how anyone could be zapped by one of those. I have to hit mine 40-50 times to get a spark. I finally got disgusted and bought a disposable fireplace lighter and it's lasted longer than that stupid spark thing they put on grills. So whatever grill they took that from, could we have the brand name? Or was the grill so crappy that the only thing that worked on it was the igniter?
