At his send-off at the National Institutes of Health, he tells his agency heads that they are "giants" of medical research and reminds them that he helped deliver massive spending increases.
"We doubled the budget," he tells them. "You didn't know whether or not a non-doctor, a non-scientist, the governor of a rural state like Wisconsin would be very supportive of you."
