Tobacco state of the state

Governor Doyle:

And so, after consulting with public health leaders from around the state, I am proposing to raise Wisconsin’s tobacco tax by $1.25 a pack … and set the money aside to pay the cost of tobacco-related illnesses.
It must've killed Doyle to promise to set that money aside. Watch that not a little of that money doesn't fall into "progressive hands."

By the way, Jo Egelhoff has some questions regarding the efficacy of taxes on lowering the amount of tobacco consumption.
